From MIPIM to UKREiiF: Driving urban regeneration through public-private partnerships

At MIPIM 2025, one message stood out: if the UK is to deliver on its full potential, public-private partnerships must be front and centre.

With the Government reaffirming its ambition for high-quality, sustainable growth, including the national target of delivering 1.5 million homes in this Parliament, the need for trusted, capable partnerships has never been greater. These ambitions are bold and only achievable through innovative collaboration.

At ECF, we have spent over 20 years showing what this looks like in practice. As a national development partnership between Homes England, L&G and Muse, we bring together public purpose, institutional investment and delivery expertise to unlock complex regeneration and create successful communities where people thrive economically, socially and sustainably.

A blueprint for national ambitions

The UK has the opportunity to lead on place-based regeneration that not only delivers homes, but drives skills, jobs, sustainability and community value. That was clear at MIPIM, where investors, local leaders and delivery partners all recognised the growing need for collaborative models that align public priorities with private capability.

This is the model we have built at ECF. It is how we have helped deliver more than 2,000 homes, enable 8,000 jobs, and generate over £1.2 billion in economic impact across towns and cities from Plymouth to St Helens, Salford to Canning Town.

Take Manor Road Quarter in Canning Town, where regeneration is delivering not just housing, but training, apprenticeships and pathways into employment for the local community. Or Salford Central, where we have worked alongside Salford City Council to reimagine the city core through new homes, workspace, public space and infrastructure.

These projects demonstrate that regeneration is not just about the number of new homes delivered, but unlocking social and economic potential and ensuring that local people benefit from investment in real and tangible ways.

As we look towards UKREiiF, the conversation rightly shifts from vision to action. The UK has no shortage of opportunity. But what is opportunity without delivery?
